What Is the IPARD Program in Türkiye? EU Grants for Slaughterhouse & Food Industry Investments
The IPARD Program (Instrument for Pre-Accession Assistance for Rural Development) is a joint grant initiative by the European Union and the Republic of Türkiye, aimed at strengthening rural economies through non-refundable financial support.
It provides 50%–70% grants for construction, machinery, and equipment in various agri-food sectors including meat processing, dairy, fruit and vegetable, fishery, and more.
🏗️ What Does IPARD Support?
Under IPARD II, implemented in 42 provinces, grants are available for:
Slaughterhouses and abattoirs
Meat and poultry processing lines
Cold storage facilities
Food packaging and by-product units
Wastewater and renewable energy systems
The main goal is to enhance efficiency, hygiene, and export capacity across Türkiye’s rural industries.

Slaughterhouses fall under Measure 103 – Processing and Marketing of Agricultural Products.
Eligible expenditures include:
Structural construction and modernization
Stainless steel equipment (CE-certified stunning boxes, monorails, conveyors, hoists)
Laboratory and hygiene monitoring units
Renewable energy and wastewater facilities
